The project which would cost $600million would be on National Mall as part of the Smithsonian Institution.
Supporters of the cause hope it will highlight the contributions of Spanish-speaking people from more than 500 years of American history.
Cinco de Mayo, Spanish for fifth of May, is celebrated annually in honour of Mexican heritage and pride and to commemorate the freedom and democracy during the first years of the American Civil War.

Last week Longoria met with Obama and his team met for an hour in the White House Roosevelt Room with over a dozen people, including actresses Longoria, Rosario Dawson and America Ferrera as well as several hosts of Hispanic news programs.
She said: 'It was a very small group of us that got to speak to him about issues concerning the Latino community, which are American issues: economy, healthcare, education, and of course immigration.
'The people who were in that room have a very strong presence in media so we have to help reshape the immigration talk and rhetoric about it being about xenophobia or anti-immigration. It's really an economic decision', she explained.

Eva also has a very exciting personal task coming up in the next couple of weeks.
The actress is reportedly hosting a lavish baby shower for her pregnant friend Victoria Beckham, who is seven months pregnant with a baby girl.
The pink princess themed bash with take place on May 6, according to the UK's Mirror newspaper, at the swanky Beverly Wilshire Hotel and will be co-hosted by the women's friend, hair stylist Ken Paves.
